Each of the EPR applicants have to fill the Form-1 of the E-Waste (M) Rules, 2016 which is the required form for the application. The application must be fully done and the needed documents should be included. The applicant should hand in a properly filled application to the Secretary of the Central Pollution Control Board, as per the E-Waste (M) Rules, 2016. Sections 2. 1. 1 to 2. 1. The 7th of Form-1 should provide the legal data about the collection and channelling of e-waste.

Steps Should be taken to Obtain an EPR Registration?

  • Documentation: - Remember to have all the documents needed for EPR authorization.
  • Application Form: - Fill up the EPR authorization online registration through CPCB. The application forms can be different for every type of applicant like producers, recyclers or manufacturers.
  • Form Fill-Up and Submission: - I've got to say, it's this kind of work-life balance stuff that I've spent tons of hours and a ton of effort of trying to put together. Fill in and attach all the necessary items in the application form, and in addition to that, send the required documents.
  • Verification: - The CPCB officials will review the information and the documents that you have submitted and they will do the verification. If there are any discrepancies, you can rectify them in 25 days of the submission of the application form.
  • Grant: - If the CPCB authorities authorize your request, you will get the EPR license after 120 days after receiving the application form.
  • Refusal: - CPCB officials may reject a candidature if it breaches any of the CPCB guidelines. The application will be totally rejected if you do not respond within 45 days of the rejection or cannot give the information that will most probably result in the rejection. The CPCB will give you the opportunity to be considered within one month of the application being denied before completely downgrading it.

The main thing to be remembered here is that CPCB can also take away your EPR authorization if it is found that you are breaking the regulations and norms of the environmental and waste management rules of the country. Within 25 days after such action by CPCB, you will get a letter notifying you of it. This is where you would also have the opportunity to challenge the cancellation of your EPR permit.

The Process of the EPR Registration Application is Laid Out in the Following Manner

PART-A

  • Full name, address and the phone numbers and e-mail addresses of the producers.
  • Full address, email, and fax number for the authorized individual.
  • The information that provides about all the electric and electrical equipments produced and placed in the market in the form of yearly figures for the time span equal to its end life as per the provisions of the CPCB.

PART-B

The approximate generation of E-waste and the estimated collection target in the form of a table (shown on the CPCB website) are the two items to be considered.

PART-C

  • A comprehensive plan to meet the basic requirements of EPR and targets.
  • The scheme should specify all the used as well as wasted electrical and electronic equipment.
  • It might be via any dealer or centres, Producer Responsibility Organization (PRO), etc. The structure of the scheme will be like this.
  1. The main idea of the plan is to impose a specific principle of collecting e-waste.

Yes. The EPR license shall be required to be renewed after every 5 years by filing Form-1 within 60 days after the expiry of the registration. Following are the documents required for renewal of authorisation:

  • The certificate stating compliance with effluent and emission standards
  • The certificate stating the proper treatment and disposal of hazardous wastes from the State Pollution Control Board or Pollution Control Committees or any other designated agency.
